PROGRAM DESCRIPTION The Public Affairs Office of the U.S Mission Morocco is pleased to announce an open competition for organizations to submit applications to carry out 2 separate events for a total of approximately 65 participants of U.S. Department of State exchange programs in 2021. These two events would consist of a 2-day seminar for finalists of youth exchange programs, and a 2-day seminar for finalists of professional exchange programs. Please carefully follow all instructions below. Priority Region: Morocco Program Objectives:  Logistical Support: Provide program logistical support, including transportation arrangement or reimbursement to cover travel to and from the seminar, hotel accommodation for participants, conference space, meals, supplies and insurance for each event.  Program design: In close consultation with the U.S. Embassy Morocco, design and execute a seminar program that addresses the following areas: Two-day Seminar for youth: 1- Integration: Provide approximately 40 finalists of U.S. Government youth exchanges, who did not get to participate in in-person programs in the U.S. due to the Covid-19 pandemic with opportunities to network with each other; to meet with Moroccan role models and leaders in different fields, preferably established alumni leaders; and to identify strategies for creating sustainable project ideas and building mutually beneficial networks. Organize activities that stimulate finalists to start joint initiatives and collaborate with alumni of exchange programs. 2- Giving back: Provide workshops that enhance the ability of virtual exchange participants to initiate and implement projects to address community challenges based on models or approaches they learned during their programs. 3- Future educational and professional opportunities: Introduce virtual exchange alumni to opportunities and resources available to support their future academic and professional development. Two-day seminar for professionals: 1- Integration: This seminar will provide 25 finalists of virtual professional exchanges, aged 25-40 and who did not get to participate in in-person programs in the U.S. due to the Covid-19 pandemic with opportunities to network with each other; to meet with Moroccan leaders in different fields relevant to their exchange programs and backgrounds, preferably established alumni leaders; and to identify strategies for dealing with and overcoming impact of Covid-19 challenges. Organize activities that allow finalists to share and discuss their follow-on projects’ ideas and stimulate collaboration with alumni of exchange programs. 2- Giving back: Provide workshops and possibly a site visit that enhance the ability to initiate and implement projects to address community challenges based on models or approaches they learned during their virtual programs. This can include a site visit to an organization working on projects and initiatives with a strong community service component (Possible themes: women empowerment, economic development, climate change and environment, cultural heritage, etc.) 3- Future educational and professional opportunities: Introduce professional alumni to opportunities and resources available to support their future academic and professional development. We will review each proposal based on these following components:  The degree to which the proposed project addresses the above objectives;  Its ability to manage the seminar and the participants during the three-day program;  The ability to support, monitor and evaluate the seminar, including the administration of an online survey that evaluates the organizational aspects of the seminar.  The ability to design compelling content and a stimulating seminar agenda.  The extent to which it will create strong ties between alumni and the U.S. Embassy Rabat and ties among the Morocco alumni community. B. FEDERAL AWARD INFORMATION  Length of performance period: 6 to 12 months  Number of awards anticipated: one award (dependent on amounts)  Award amounts: awards may range from a minimum of $20,000 to a maximum of $50,000  Total available funding: TBD  Type of Funding: FY21 Smith Mundt Public Diplomacy Funds  Anticipated program start date: Fall 2021 This notice is subject to availability of funding. Funding Instrument Type: Cooperative Agreement. The Public Affairs Office will be more actively involved in the grant implementation. The Public Affairs Office will provide the list of seminar participants; will provide input on the seminar program and potential speakers; and will consult with the awardee on venue and other logistical details. Program Performance Period: Proposed program activities should be completed in 12 month or less. C. ELIGILIBITY INFORMATION The following organizations are eligible to apply: 1. Eligible Applicants The Public Affairs Office encourages applications from all sectors: committed and organized civil-society organizations with familiarity and experience with USG exchange programs. All grantees must have a non-profit status. Cost Sharing or Matching There is no minimum or maximum percentage required for this competition. D.
