Developing mini documentary film series with success stories of past and current U.S. Ambassadors Fund for Cultural Preservation (AFCP) projects

A. Funding Opportunity Description Summary Executive Summary: Based on funding availability, the Public Affairs Section of the U.S. Embassy to Sri Lanka and Maldives (“PAS Colombo”) is pleased to announce a call for proposals through the Public Diplomacy Grants program. PAS Colombo’s purpose in funding projects under this opportunity is to enable a local non-governmental, not for profit media organization to give sub grants to university students studying in the field of archaeology to partner with university students studying in the field of media to make a series of mini documentary films. The films should revolve around success stories of past and present U.S. Ambassadors Fund for Cultural Preservation (AFCP) projects in Sri Lanka. The program will be named as #AFCPConnect. The documentary film series will comprise of voice clips from AFCP project partners to share best practices used in these projects, challenges faced and how they overcame the challenges, providing photos and videos of projects. The documentary film series should be published on social media including in Embassy social media sites. The applicant should coordinate with former and current AFCP partners to encourage them to link their respective organizations' websites to this film series. To host the film series, the applicant is expected to create the following for this project if their organization does not have them already: An Instagram account, a Facebook page, a Twitter account, a YouTube page, and a website. Applicants should indicate in their proposal how the website will be hosted, how the hosting will be paid and how the website will be maintained beyond the period of performance of the grant. The United States Government will have all access and rights to use the resulting products of the film series of the grant at any given time for its own promotion purposes. Background: The U.S. Ambassadors Fund for Cultural Preservation (AFCP) supports the preservation of cultural sites, objects, and forms of traditional cultural expression in more than 100 countries around the world. Sri Lanka has a history of successful AFCP projects including the restoration of ancient and historic buildings, assessment and conservation of rare manuscripts and museum collections, preservation and protection of important archaeological sites, documentation of vanishing traditional craft techniques, and preservation of indigenous languages and dance. Digital platforms such as websites and social media properties are an integral platform where stories about Sri Lanka’s important heritage can develop and be maintained. PAS Colombo is seeking applicants to present innovative project proposals to make a mini documentary film series incorporating short video and/or audio clips of past and current AFCP projects to connect the stories of these projects into a single product available online. The applicant should establish creative methods to develop visually compelling mini documentary films to capture accurate success stories of past and current AFCP projects in Sri Lanka. The platform in which the documentary film series should be published to the public should be user friendly, free of charge to access, and available in Sinhala, Tamil, and English. The applicant should obtain official permission from the Sri Lankan Department of Archaeology and other government and related institutions whose endorsement is required to undertake and execute the project. All electronic material developed from this funding opportunity on social media platforms, and any other internet-based material related to the documentary film series should include branding indicating that the project was funded by the United States. The U.S. Department of States reserves a royalty-free, nonexclusive, and irrevocable right to reproduce, publish, or otherwise use the work for Federal purposes, and to authorize other entities, including other non-Federal entities, to do so. In addition, the Federal Government has the right to obtain, reproduce, publish, or otherwise use data produced under a Federal award.
