U.S. Consulate Lagos Public Affairs Section(PAS) Notice of Funding Opportunity (NOFO)

Description

The U.S. Consulate General Lagos, Public Affairs Section (PAS) is pleased to issue this Notice of Funding Opportunity (NOFO) for registered U.S. Government-sponsored Nigerian program alumni organizations interested in applying for funding to create and implement an alumni small grants program.   All registered U.S. Government-sponsored Nigerian alumni associations in southern Nigeria (USGEAA southern chapters, IVLP, MWF, YALI, TechWomen, AWE, CYFAN, Humphrey, and Fulbright) are invited to apply. The proposal must include a plan to develop, market, manage, implement, and monitor a small grants program that will fund 100 alumni projects of $1,000 each in a balanced mix of the 17 states in the consular district listed below. Priority Regions: The states of Ekiti, Lagos, Ogun, Ondo, Osun, Oyo, Akwa Ibom, Bayelsa, Cross-River, Rivers, Delta, Edo, Abia, Anambra, Ebonyi, Enugu, and Imo.  The proposal will include a plan to conduct a call for 150 applications from all alumni of U.S. Government-sponsored programs in southern Nigeria. The proposal should clearly lay out how the top 150 proposals will be shortlisted. Top proposals will be narrowed down to 100 selected grantees through a panel that includes a U.S. Consulate representative. The proposal will include a clear plan for distributing and monitoring 100 small grants of $1,000. The 100 selected projects must be reasonably equitable by gender, state, and exchange program, with at least 20 of the 100 small projects allocated to members of the YALI Network. Small grantees will be expected to carry out projects in their communities under the themes below:   Advance good governance and human rights through programs that promote increased voter turnout and peaceful elections. Encourage women’s empowerment and rights through programs focused on entrepreneurship and job creation. Empower youth to create initiatives to increase security and stability.  Bolster educational initiatives in STEM education for public school students.  Promote awareness, advocacy, or government accountability on countering wildlife trafficking, including on the threat posed by pangolin scale trafficking to security and human health.  Support inclusion of marginalized groups through sports.   Both the proposal to manage the small grants program and the small grant proposals themselves should also include training, meetings, workshops, and/or seminars at an American corner or Window on America when possible. American Corners or Windows on America are in Lagos (Lekki, Victoria Island, and Ikeja), Ibadan, Calabar, Port Harcourt, Abeokuta, Awka, Enugu, Osogbo, Uyo, and Benin City.  All approved small grant projects must indicate the project lead be a U.S. Government exchange program alumnus/alumna. Small grants should include elements of U.S. culture that promote an increased understanding of U.S. policy and perspectives.  Proposals must include a mechanism for collecting photos, videos, and summaries from small project grantees for submission to PAS for use on social media and other outreach forums.
