Opportunity snapshot. This Grants.gov announcement — 2019 HEALTHY COMMUNITIES GRANT PROGRAM — is cataloged under number EPA-R1-HC-2019 and tied to CFDA assistance listing 66.110, posted by Environmental Protection Agency. Award economics. The award range on file is Up to $25,000. The agency has projected $250,000 in total estimated funding for this announcement. It expects to issue 10 awards. If the agency funds the expected 10 awards from the $250,000 estimated pool, the average award works out to roughly $25,000. Cost sharing or matching funds are required, meaning applicants must contribute a portion of the project budget from non-federal sources — factor this into your financial plan before drafting the proposal. Federal award ranges are often upper bounds; actual allocations reflect program appropriations, the strength of the applicant pool, and the evaluation committee's scoring.
Deadline and action path. This opportunity closed on May 28, 2019. Future funding cycles may be published under the same CFDA number, so monitoring the parent program page is the most reliable way to catch re-announcements. Every Grants.gov submission requires an active SAM.gov registration and a Unique Entity ID. Review the Eligibility section below carefully — federal eligibility categories (nonprofit, state or local government, tribal, individual, educational institution, small business) have distinct registration and reporting requirements. Pre-application outreach to the listed agency contact is permitted and often welcomed — it helps clarify scope and scoring priorities.

Description
The Healthy Communities Grant Program is the U.S. Environmental Protection Agency, Region 1’s (EPA New England) main competitive grant program to work directly with communities to support EPA’s "Back-to- Basics" agenda to reduce environmental risks, protect and improve human health and improve the quality of life. The Healthy Communities Grant Program will achieve these goals through identifying and funding projects that: • Target resources to benefit communities at risk [areas needing to create community resilience, environmental justice areas of potential concern, sensitive populations (e.g., children, elderly, tribes, urban and rural residents, and others at increased risk)]. • Assess, understand, and reduce environmental and human health risks. • Increase collaboration through partnerships and community-based projects. • Build institutional and community capacity to understand and solve environmental and human health problems. • Advance emergency preparedness and ecosystem resilience. • Achieve measurable environmental and human health benefits. To qualify as eligible projects under the Healthy Communities Grant Program, proposed projects must: (1) be located in and/or directly benefit one or more of the Target Investment Areas; and (2) identify how the proposed project will achieve measurable environmental and/or public health results in one or more of the Target Program Areas. Please see Section III for further information on eligibility requirements.
