Award economics. The award range on file is $200,000 -- $6,000,000. The agency has projected $31.0 million in total estimated funding for this announcement. It expects to issue 20 awards. If the agency funds the expected 20 awards from the $31.0 million estimated pool, the average award works out to roughly $1.6 million. Cost sharing or matching funds are required, meaning applicants must contribute a portion of the project budget from non-federal sources — factor this into your financial plan before drafting the proposal. Federal award ranges are often upper bounds; actual allocations reflect program appropriations, the strength of the applicant pool, and the evaluation committee's scoring.

Deadline and action path. This opportunity closed on May 24, 2022. Future funding cycles may be published under the same CFDA number, so monitoring the parent program page is the most reliable way to catch re-announcements. Every Grants.gov submission requires an active SAM.gov registration and a Unique Entity ID. Review the Eligibility section below carefully — federal eligibility categories (nonprofit, state or local government, tribal, individual, educational institution, small business) have distinct registration and reporting requirements. Pre-application outreach to the listed agency contact is permitted and often welcomed — it helps clarify scope and scoring priorities.

Description

The ARPA Statewide Planning, Research, and Networks NOFO is part of EDA’s multi-phase effort to respond to the coronavirus pandemic as directed by the American Rescue Plan Act of 2021. Specifically, this NOFO seeks to build regional economies for the future through two primary avenues: a) Statewide Planning and b) Research and Networks. Subject to the availability of funds, awards made under this NOFO will help develop coordinated state-wide plans for economic development and data, tools, and institutional capacity to evaluate and scale evidence-based economic development efforts, including through communities of practice and provision of technical assistance among existing and new EDA grantees. While EDA encourages eligible applicants to submit their applications as soon as possible, EDA strongly advises eligible applicants to submit complete applications no later than October 31, 2021 so that EDA can review and process the application in time to achieve the objectives of the grant program. Submission by October 31, 2021 is not a guarantee of funding. Any award is subject to the availability of funds. See Section E of this NOFO regarding EDA’s review process. For Statewide Planning grants, States must accept or reject the grant within 45 days of the date of transmission from EDA of an invitation letter. **Please note: While the published Notice of Funding Opportunity (available under "Related Documents") states that the ED900A form and the SF424B form are both required for a complete application to the Research and Networks component of this funding opportunity, these forms are no longer required and have therefore been removed from the package template.
