The Fiscal Year (FY) 2025 Homeland Security Grant Program (HSGP) strengthens the nation's capacity to prevent, prepare for, protect against, and respond to acts of terrorism and other catastrophic events through the following three components: the State Homeland Security Grant Program (SHSP), the Urban Area Security Initiative (UASI), and Operation Stonegarden (OPSG). SHSP supports the implementation of risk-driven, capabilities-based State Homeland Security Strategies to address capability targets. UASI focuses on high-risk Urban Area efforts to address their unique security needs. OPSG enhances cooperation and coordination among state, local, tribal, territorial, and federal law enforcement agencies to jointly enhance security along the United States land and water borders.
